Rust removal:
I have a needle nibbler that I've used on steel before welding or to remove welding slag (Princess Auto). Also used it once on an aluminum bistro table to remove badly checked/cracked paint. It works very well on steel and worked great on the very irregular surface of cast aluminum bistro table. It leaves lots of little dimple marks so maybe not the best if you need a smooth finish. It is very noisy and takes about 12cfm to run. Your best bet is to take it to a sand blaster shop. After sandblasting get the paint on asap - during humid weather it will rust very quickly.
