I agree. Especially since the brass will be "perforated" on an angle. A punch & die would be ridiculously easy to make and use. To save on stock making the die, I'd consider a wooden pony block to hold a much smaller steel die and position the brass sheet.

But I didn't say all punch and die jobs were easy. Just this one.

I'm not sure I would have tackled your challenge that way at all. I think I would have been inclined to make a cylinder the right OD and ID, and then lop off the required number of shims using a parting blade. But who knows, even that might be harder than it sounds. If it didn't work, I'd start by adding a wood or plastic or aluminium or even a cast core to control the inside burrs and deformation of the shims.
