Center drill or spot drill

It seems unclear in my mind whether boring or reaming would be better, but it probably depends.

I am of the understanding that if it's size and location are of paramount importance you would drill undersized, bore it straight and into position, and finally ream to size...... Very little that I do requires more than drilling a little bit oversized and calling it good enough....

But if the drill bit in the picture were larger than the improper spot angle wouldn't it line it up just fine even though it would just be the edges of the spot angle guiding it?
