Can anybody identify the following?

I have no clue what the little wheel is about. The arm pivots and it appears the wheel material is gone from the one on the left. It seems like there is red layout-type fluid splattered on this end of the tool.

Maybe? I wonder if the little wheel is to apply a lubricant to the glass and then the cutting disc scores it?

OTOH, it looks like these fit into a spindle assembly as opposed to being handheld. Is there some kind of tile cutting system that would work this way?

With that felt wheel it looks similar to some old pinstriping gadgets the felt was probably a reservoir for something.
