Tool bit question

Hello all
I was given a bunch of machinist tools from an estate. In the lot are these "tool bits"? Anyone know what they would be? One has wax on it like a cemented carbide lathe tool comes with. The other does not look used but probably had the wax too. There is a bend to them. The shank (guessing?) is about 3/8" with the flats as shown. Shaper bit? There does not seem to be a sharp enough edge on it though to be a cutter.

I recently saw a picture of items that looked identical. They were identified as replacement cutters for a concrete surfacing machine. Do they have any writing on them.

After a closer look, I found a logo too. Your suggestion makes sense. I will go look. Thanks!
