It's a large shaper.
 
I have been trying to help Kevin identify the shaper.

We now think that the logo has two letters in it: an “I” and a “w”. I thought it could also be a “J”. But we have reason to believe the machine is from Europe. So an old gothic German “I” looks very close to what is in the picture.

You know Kevin, I never noticed that it was blocked up. It certainly wasn't done by me. It was about 5 inches too low for me as it was since I used it to make millions of bends in stainless steel wire (3/32 to 1/4 inch diameter) and spent endless hours standing in front of the ram.
